Child Protective Services is a federal agency that is responsible for protecting the health, safety and welfare of children state-to-state.  Child Protective Services is also responsible for placing children in foster homes, providing services for children in foster care until they are adults and placing children in adoptive homes. 

Anytime it is believed that a child has been abused, abandoned or neglected by his/her parents, Child Protective Services will intervene.  The department will conduct an investigation and if they see that the parent is unfit or that living conditions jeopardize the child’s well-being, they will remove the child from his/her parents’ care.  The child may then be placed with a relative, such as a grandparent, or a non-relative or foster home.

Once a child has been taken away from his/her mother or father, several things may happen.  The child may remain in state custody or the parents may try to regain custody of their child.  If parents wish to regain custody of their children, they will have to prove that they are able to provide for the child and that conditions have improved.  If parents are unable to do this, the courts may sever their parental rights.  After this happens, the child will be eligible for adoption and the parent will no longer be allowed to have contact with him/her.
